40 years LNG Commemorative Stamps

Today marks the launching of the 40 years  operational excellence of Brunei LNG, hence in conjunction with the 40 years establishment of Brunei LNG the Postal Service Department with the cooperation of the Brunei LNG had announced the launching of the 40 years commemorative Brunei LNG  40 years of Operational Excellence 1968-2009.

The head of Philatelic Unit, Postal Services Department, Hjh Hammah bte Puasa said that the stamps and three day cover designed by Abdull Rahman bin Ahmad will be available at all post offices in the country.

There are a 3 stamp designs, commemorative packs, booklets, Official first day covers and Memento packs as part of the commemorative stamp collection.

100 year commemorative land administration stamps

In conjunction with the 100 years establishment of the Land Surveyors  Department, the Postal Service Department with the cooperation of the Land Surveyors  Department has announced the launching of the 100 years commemorative land modern land administration commemorative stamps and first day cover.

The head of Philatelic Unit, Postal Services Department, Hjh Hammah bte Puasa said that the stamp sets will be sold at $1.30, while the Official First day covers with stamps will be sold at $1.95. Meanwhile the Commemorative set containing a set of stamps and a set of First Dacy cover with stamps will besold at $5.00.

There are six stamp products for the commemorative stamp collection during this launching and it will be launched and sold today (22nd June) at all post offices in the country.

Wild orchid stamps series 2 on sale

The Postal Service Department announced the release of a Thematic Stamp collection with the theme of wild orchids series II. The thematic stamp collection will be made available at all post office on Saturday 12th December coinciding with the World Post Day.

According to head of Philatelic Unit, Postal Services Department, Hjh Hammah bte Puasa, the complete set pack is limited. She said that the second series coincides with the first series of thematic stamp which was released in October in conjunction with World Post Day.

In conjunction with World Post day which falls on Friday 9th October, the Postal Service Department announced the release of a Thematic Stamp collection with the theme of wild orchids.

The thematic stamp collection will be made available at all post office on 9th October coinciding with the World Post Day.

According to head of Philatelic Unit, Postal Services Department, Hjh Hammah bte Puasa, the complete set pack is limited to only a thousand prints, while only 40,000 of the three stamp designs were produced.

She also added that only 6,000 Official first day covers and 1,000 set of stamp booklets were produced.

New Credit card facilities for Brunei post offices

In order to enhance its quality of services to the public, the Postal Services department yesterday held a credit card workshop that was conducted by officers from Baiduri Bank.

The workshop that was held at the mail processing center was especially for postal secretaries, and counter staff, where they were taught on the use of credit card facilities, and machines.

During the workshop postal staff were briefed on the use of the credit card terminals, as well as recognising fake cards. They were also briefed at recognising signs of suspicious behaviours to be alert against bank card fraudsters who will exhibits tell tale signs of classic fraudster behaviour.

In the near future, the post offices nationwide will be providing a credit card facilities for the public, where it hopes will make it easier for the public to make stamp purchases and payments by using their credit cards.

The Postman program workshop for new postmen yesterday held a closing ceremony after completing a four day workshop aimed at enhancing and improving their knowledge and empowering the postmen with knowledge that will motivate them to be  more effective and effective in carrying out their daily duties.

Sixteen postmen from all four districts took part in the 4 day  Postman workshop program organised by the Postal Services Department where it aims to enhance the services of postmen as well as their awareness on working ethics.

Participants attended workshops and briefings on  road safety workshop,  motivational talk on duties as a postman, briefing on postman duties and responsibilities as well as a talk on the misuse of drugs by the Narcotic Control Bureau and a visit to the Drug Rehabilitation center, Al-Islah.

The guest of honour at the event was the Post Master General Hj Kadir bin Tengah, who had presented certificates to the participants.

The event was followed by a promotion ceremony for two postmen, Murni Hj Muslim from the EMS unit and Ramli Mohidin from the Kuala Belait Post office. They were both promoted from to Postmen Grade 1

Postmen briefed on International Drug Trafficing Tactics

Don’t allow yourself to be an unwilling tool for drug syndicate. As frontline of the postal department post men should be made aware of the dangers of carrying packages or letters given to them by members of the public.

This was stated by the Assistant Officer of the Narcotics Control Bureau Hj Zainidi Abd Hamid during a briefing on the Tactics used by International Drug Smugglers to participants of the postmen workshop program for new postmen at the Mail Processing center in Berakas.

He said that post men must always follow the procedures of handling letters and packages as stated by the rules and regulations of the Postal Services Department. They should not accept letters or packages by members of the public, that are not through the normal procedures.

Explaining on the tactics used by international drug syndicate he explained that the use of Internet chatting and the lure of promises of luxury are the main methods used by international drug syndicates when recruiting drug mules. The most worrying factor is that these methods have attracted gullible victims in the sultanate to become drug couriers.

The syndicates have resorted to using mainly women from Brunei as drug mules as the sultanate is known for its relatively criminal-free record abroad, thus enabling the mules to slip past authorities in foreign countries easily.

Between tactics frequently used by the syndicate often starts by becoming acquainted through internet and chat while attracting them with sweet promises.

They then make that men or woman as lovers with the promise of becoming a  spouse. They also would be deceiving victims by offering job with high salary with masked legal company, are only as ‘sender’ goods.

In deceiving their victim, the syndicate would give one bag smuggled with drugs to victims at the departure hall prior to check in. The unwilling victim would carry it to the country of destination, if they are unlucky then they would be caught by the relevant authorities, where they would serve life imprisonment or even face the death penalty.

Hj Zainidi explained that parents and members of the public have a role in the fight against drugs, where they must use their role and commons sense to prevent their loved ones, or themselves from becoming involved in the drug syndicate.

As parents they should always be aware of their children’s movements outside the house, they should monitor their close friends, even their use of internet, in particular the use of internet chatting.

They must always remind their children on the dangers of being an unwilling drug mule and on drugs on the whole. Parents should not take their children’s words at face value especially when they are travelling abroad, with their friends, or even members of their relatives.

Always remember that members of the international drug syndicate recruiting members of the public in Brunei could be anyone, it is the public’s responsibility to must always be suspicious on any requests made by the public who are unknown to them particularly when sending packages.

Assistant Narcotics Officer Dyg Wasulhana Hj Sudin said that the public should always use their common sense when evaluating a situation especially when they are about to travel to another country.

She said that they must always check that their baggage have not been tampered with, and if it is, then it should be reported immediately. When travelling they must ensure that their baggage are with them, and not carry other people’s baggage.

She had also reminded the participants on the danger of the lure of luxury and a relatively high pay job which only entails the sending of packages to other countries.  It is more likely that  these offers are the work of the international drug syndicate.

So far there are 4 reported cases that has involved the capture of Bruneians caught carrying drugs to other countries, ie. Santiago, Chile, Sydney Australia and China.

The Narcotics control Bureau reminded the public to always keep on their toes and to monitor the children so that they are not influenced by promises and offers of work in particular in forign countries.

BANDAR SERI BEGAWAN Khamis  9 Julai – Sebagai salah satu langkah untuk meningkatkan lagi kecekapan dan kecendrongan posman-posman yang berkhidmat di Brunei Darussalam, satu taklimat mengenai taktik licik pengedar dadah antarabangsa telah diadakan semasa krusus program posman-posman yang telah diadakan di Pusat pemoprosess mel di Berakas.

Kita seharusnya berwaspada dengan Taktik licik pengedar Dadah Antarabangsa yang mana sindiket pengedaran dadah antarabangsa didalangi oleh warga Afrika Barat yang berpengkalan dan beroperasi secara berleluasa dirantau Asia.

Perkara ini telah dinyatakan oleh Penolong Pegawai Narkotik Hj Zainidi Abd Hamid semasa taklimat tersebut yang mana beliau menerangkan bahawa posman-posman adalah front line dalam penghantaran surat menyurat.

Dan mereka hendaklah berwaspada semasa menjalankan tugas-tugas mereka seharian, dan tidak menerima sebarang surat atau parsel dari orang awam untuk menghantarnya kesesuatu destinasi. Mereka hendaklah mengikuti procedur dan protokol yang ditetapkan oleh Jabatan untuk menghindari diri jadi menjadi ‘penghantar’ dadah.

Menyentuh mengenai sindiket pengedar dadah antarabangsa, beliau mengatakan bahawa sindiket tersebut dikenalpast menysarkan mangsa-mangsanya kepada warge Asia termasuk warga Negara Brunei Darussalam untuk dijadikan sebagai  “Penghantar” yang akan mengedarkan dan menyeludup dadah di luar negara ini.

Beliau menjelaskan bahawa sindiket tersebut pada awalknya mengunakan laman web sembang ataupun internet chatting untuk memperdaya mangsa-mangsanya.

Antara taktik-taktik dan khidmat yang sering ditawarkan sindiket adalah dengan mula mula berkenalnalan melalui internet dan bersembang-sembang sembalum memikat mereka dengan janji-janji manis.

Mereka kemudian menjadikan lelaki ataupun wanita tersebut sebahga kekasih dan berjanji untuk menjadi teman hidup. Mereka juga akan memperdayakan mangsa-mangsa dengan menawarkan pekerjaan dengan gaji yang lumyan dengan bertopengkan syarikat yang sah, hanya sebagai ‘penghantar’ barang-barang yang tidak dimaklumkan kepada mangsa.

Dalam memperdayakan mangsanya jua, sindiket tersebut akan memberikan satu beg yang diseludupkan dengan dadah kepada mangsa apa bila berada di Lapangan Terbang iaitu semasa hendak berangkat (Check in).

Sindiket tersebut tidak akan memberi sebarang maklumat tentang dirinya atau nobor perhubungan kepada mangsa, jika mangsa tida bernasb baik, sejurus ketibaan ke destinasi yang dituju mereka akan ditangkap oleh pihak berkuasa negara berkenaan.

Setelah ditangkap barulah mangsa menyedari akibat perbuatan mereka yang muda diperalatkan oleh sindiket berkenaan. Akibatnya mangsa mungkin dijatuhkan hukuman mati ataupun penjara.

Hj Zainidi Abd Hamid mengulaskan mengenai peranan ibu bapa ddan juga pernaan orang ramai dan tip-tip untuk menghidarkan diri dari terjebak dalam memerangi sindiket dadah antarabangsa, yang mana ibubapa seharusnya mempunai tanggungjawab untuk sentiasa memantau perkembangan anak-anak mereka.

Ibu bapa mestilah melingui ahli-ahli keluaraga mereka daripada tipudaya sindiket tersebut terutama dari aspek tawaran pekerjaaan diluar negara dengan gaji lumayan kerana ia mungkin satu muslihat bahaya.

Ibu bapa hendakalah sentia beri peringatan kepada anak-anak tentang ancaman sindiket pengedaran dadah antarabangsa, dan mengetahui dan awasi siapa rakan-rakan rapat anak-anak.

Ibu bapa tidak seharusnya percaya seratus peratus apa yang dinyatakan oleh anak-anak. Pantau pergerakkannya terutama apabila hendak pergi keluar negara walaupn bersama ahli keluaraga, rakan sebaya dan orang yang dikenali. Ibu bapa juga seharusna periksa kegiatan mereka terutama sekali apabila berinternet dengan menggunakan program chatting.

Manakala  Penolong Pegawai  Narkotik tingkat 1 Dyg Wasulhana Hj Sudin, menerangkan bahawa orang ramai juga berperanan sama dalam mengekang sindiket daripada berleluasa. Jesteru itu orang ramai mestilan sama sama berganding bahu untuk menanganainya.

Beliau menasihatkan bahawa orang awam hendaklah menanmkan persaan syak bila diarahkan membuat sesuatu khususnya apabila keluar negeri, dan gunakan gerak hati dan kebijaksanaan dalam menilai sesuatu.

Semasa belajar orang awam hendaklah memastikan bagasi mereka sentiasa dalam kawalan mereka dan pastikan isi kandungan bagasi yang dibawa.

Beliau menegaskan untuk mengelak dari menerima kiriman dari pihak yang tidak dikenali atau membawa sebarang bungukusan atau beg milik orang lain tanpa mengetahi isi kandungannya, dan menyeslidik dengan lebih mendalam dan teliti jika ditawarkan peluan pekerjaan oleh mana-mana pihak yang diragui kesahihannya terutama dari agensi luar negara walaupun ditawarkan oleh orang yang dikenali.

Beliau juga menasihatkan pada orang awam bagi melaporkan jika berlaku pencerobohan pada bagasi atau bungkusan mereka.

Taklimat Taktik licik pengedar Dadah Antarabangsa telah disampaikan oleh Penolong Pegawai Narkotik Hj Zainidi Abd Hamid dan Penolong Pegawai  Narkotik tingkat 1 Dyg Wasulhana Hj Sudin dan dibantu oleh Penolong Pegawai  Narkotik tingkat 2 Mohamad Addy Halizan Nurullah Hj Mohd Zain dari Biro Kawalan Narkotik.

Setakan ini terdapat empat kes yang melibatkan tangkapan masing-masing warga Brunei di Santiago, Chile, Sydney Australia dan China.

BKN mengingatkan kepada orang ramai terutama ibu bapa supaya sentiasa mengingatkan dan memerhatikan anak-anak mereka supaya tidak mudah terpedaya dengan janji dan tawaran pekerjaan atau melancong keluar negara yang diberikan oleh orang yang tidak dikenali.

Drugs do not select its victims, once hooked it is regardless of age, race, religion, education and status. Therefore the message here is to stay away from drugs and never try it out.

This message was emphasised by the Narcotics Control Bureau Officer, Hj Sani bin Hj Bakir during a briefing on the AL-ISLAH Drug Rehabilitation Centre to participants Postman Course program and postal department staff at the Al-Islah Drug Rehabilitation Center in Muara.

He said that the center utalises a program called Therapeutic Community (T.C) aimed at reducing the number of returning inmates by incorporating a hierarchy structure among them. The rehabilitation programme is a group rehabilitation program, which stresses on the kinship or family concept where it will encourage a positive change in behaviour and attitude.

During the briefing he had briefly touched on the history of the center, where the Al-Islah Rehab Centre began its operations on November 1, 1987 under the Department of Welfare Youth and Sport, Ministry of Culture, Youth and Sports and was later transferred to the Prisons Department on March 15, 1990. In September 28, 1995, the Intoxicating Substance Rehabilitation Centre was set up as an offshoot of the Drug Rehabilitation Centre. The programme provided during an inmate’s stay revolves around physical, psychological and social rehabilitation and vocational training.

He explained that the Narcotics Control Bureau had taken over its administration from the Prision Department in early February 2008 where it now implements 5 main programs for the residents of Al-Islah, Religious Program, Therpeutic Community Program, Counselling Program, Vocational Programs as well as sports and social activities.

These programs will help residents to not only integrate with the community at large, but it is hoped that the programs will be able to improve resident’s self esteem, attitude, behaviour, and on the whole to be a better person.

The participants were later given a tour of Al-Islah’s facilities as well as residents’ ongoing programs.

The name Al-Islah is taken from the Arabic word, which roughly translates to Recovery to Cure.

The postal service department participants was headed by Postal Officer Awg Hj Shahrin bin Hj Ibrahim, where the visit was aimed at raising awareness of the dangers of drugs and the consequences to post men, as well as opening the minds of the participants on the importance of their roles and duties as a post man, in particular not to accept any parcels from an unknown source.

MUARA Rabu 8 Julai – Dadah tidak menghiraukan pangkat, umur, agama, pendidikan ataupun bangsa. Jika seseorang sudah ketagihan pada Dadah, mereka akan sentiasa merasa kekurangan kecuali sudah mengunakan Dadah. Dengan itu jangan sekali-sekali mencobanya dan jauhi lah diri dari dadah.

Perkara tersebut telah ditegaskan oleh Pegawai Biro Kawalan Narkotik Awang Haji Sani bin Haji Bakir semasa memberi taklimat mengenai pusat pemulihan Al-Islah kepada perserta perserta program krusus posman dan kakitangan dan pegawai Jabatan Perkhidmatan Pos di Pusalt Pemulihan Al-Islah di Jalan Muara.

Menurutnya, Pusat Al-Islah yang terletak di Jalan Pelompong Jalan Muara itu telah diserahkan untuk dikendalikan dan ditakbir oleh Biro Kawalan Narkotik pada awal bulan Februari 2008.

Pusat tersebut yang dulunya dikenali sebagai Pusat Pemulihan dan Rawatan Al-Islah telah ditubuhkan pada 1hb Nov 1987 di bawah pengurusan dan pentadbiran Jabatan Kebajikan Belia dan Sukan, kemudian pengurusan dan pentadbiran diambil alih oleh Jabatan Penjara di bawah Jabatan Hal Ehwal Dalam Negeri pada 15hb Mac 1990.

Sistem yang digunakan sejak tahun 1990 hingga 2008 adalah berkonsepkan sistem tahanan, apabila lawatan ke atas penghuni adalah terhad, dan mereka sentiasa di periksa jika keluar dan masuk serta makan di blok masing-masing dan terus di awasi oleh pegawai bertugas.

Bagaimanapun setelah pusat yang kini dikenali dengan Pusat Al-Islam diserahkan kepada BKN ianya ditukar kepada konsep sistem rawatan pemulihan dilakukan secara berkumpulan, mendorong ke arah perubahan tingkah laku dan pembentukan yang positif di bawah kendalian Mayor (mereka yang pernah dirawat tetapi telah mendapat kebebasan sepenuhnya dan sudah berubah sepenuhnya). Kini lawatan keluarga kepada penghuni juga terbuka dan penghuni juga berpeluang secara terbuka berbincang dengan Mayor mereka masing-masing.

Pusat Al-Islah adalah daripada perkataan Arab yang bererti pemulihan kepada memulihkan.

Antara kandungan program yang dilakukan di pusat berkenaan adalah program agama, therapeutic community, kaunseling, vokasional, program kawad dan latihan jasmani, aktviti sosial dan sukan.

Menurutnya para penghuni akan belajar Al-quran, sembahyang, Ratib Al-Attas, Dikir Syarafil Annam, kuliah subuh, ceramah agama dan aktiviti keagamaan adalah antara program agama yang diberikan kepada penghuni setiap hari secara induksi selama enam bulan.

Di samping program kaunseling untuk pembentukan semula tingkah laku, pengendalian emosi dan psikologi, perkembangan pemikiran dan kerohanian, serta program kemahiran vokasional dan kemahiran bersosial juga adalah yang diberikan sepanjang masa.

Setelah dibebaskan penghuni akan terus membuat laporan kepada bahagian pengawasan BKN selama dua tahun dan pemeriksaan ujian air kencing di ambil setiap dua minggu sekali bagi memastikan mereka tidak lagi terlibat dengan penyalahgunaan dadah.

Selepas taklimat para perserta di bawa meninjau secara lebih dekat lagi beberapa kawasan pusat termasuk bengkel-bengkel latihan kemahiran penghuni lelaki dan wanita.

Rombongan dari Jabatan Perkhidmatan Pos telah diketuai oleh Pegawai Pos bahagian penyerahan Awg Hj Shahrin bin Hj Ibrahim. Adalah tujuan lawatan tersebut untuk mendedahkan kepada para perserta mengenai bahayanya penyalah gunaan dadah, dan akibat akibatnya jika mengunaakan dadah yang terlarang.

Ianya juga adalah bagi meluaskan lagi minda para perserta untuk sentiasa berwaspada apabila menjalankan tugas-tugas seharian dan jangan sekali- sekali menerima parcel ataupun surat kecuali yang telah ditugaskan dari pejabat-pejabat pos.

Knowing the traffic rules and regulations are essential for postmen to better carry out their jobs in a more efficient and effective manner. This was stated by Inspector Yahya bin Mundim from the Royal Brunei Police Force Department of Traffic Control during a briefing on road safety regulations to postmen held at the Mail Processing Centre in Berakas.

He said that it is important that postmen are aware of the various road safety regulations that are implemented in the country, in particular the illegal modifications of vehicles as well as speed limits, and general road safety especially for those using small scooters in delivering mail.

Apart from the Road safety workshop, participants will also be given briefings on working ethics, motivational talk on duties as a postman, briefing on postman duties and responsibilities as well as a talk on the misuse of drugs by the Narcotic Control Bureau.
